Abstract

In the era of globalisation and digitalisation, Indonesian youth face complex challenges in understanding and implementing democratic and legal values. The phenomenon of low student participation in democratic school activities, the prevalence of intolerant behaviour, and weak awareness of social rules indicate that civic education in schools needs to be strengthened with a more contextual approach. This community service activity aims to strengthen students' democratic literacy and legal awareness through a local wisdom-based approach at Queen Al Falah High School in Kediri City. The local wisdom of the Kediri community, such as mutual cooperation, empathy, and humility, is used as the basis for developing participatory learning that instils democratic values and law-abiding behaviour. The activity method uses a participatory and collaborative approach, covering four main stages: (1) planning activities through needs analysis and developing learning modules based on local values, (2) conducting workshops, democracy simulations, and cultural value reflections, (3) evaluation of the results of instruments on democratic literacy, legal literacy, and qualitative analysis through interviews and observations, and (4) follow-up through teacher mentoring and the formation of Democracy and Law Ambassadors. The results of the activities show a significant improvement in students' conceptual understanding and attitudes towards democracy and the law. Students became more active in dialogue, appreciated differences, and demonstrated disciplined and responsible behaviour. Furthermore, the internalisation of local values was proven to strengthen moral comprehension and collective awareness of social rules. The programme also encouraged the emergence of a more democratic and law-conscious school culture. This activity concludes that a local wisdom-based approach is effective in developing democratic literacy and legal awareness as it is able to relate abstract concepts to students' real life experiences. This model can be replicated in other schools to strengthen the character of citizens who are intelligent, cultured, and law-abiding in accordance with Pancasila values.
